Las Virgenes-Malibu Council of Governments Fiber Optic Project
The Las Virgenes-Malibu Council of Governments (COG) is spearheading a transformative regional fiber optic project that will span over 38 miles of high-capacity fiber infrastructure across the communities of Calabasas, Hidden Hills, Malibu, Agoura Hills, and Westlake Village. This ambitious undertaking represents one of the most significant broadband infrastructure investments in the region’s history.
Designed to strengthen public safety, close connectivity gaps, and support future smart city applications, the network will serve as a critical communications backbone for city services, emergency response systems, and community-wide internet access.
With over 38 miles of fiber planned, this project demonstrates the COG’s unified commitment to long-term regional resilience, digital equity, and innovation-driven growth.

ABOUT US
The Las Virgenes-Malibu Council of Governments (COG) is a Joint Powers Authority representing Agoura Hills, Calabasas, Hidden Hills, Malibu, Westlake Village, and nearby unincorporated areas in Los Angeles County District 3. The COG unites these cities to address regional concerns, maximize resources, and advocate for shared interests.
Since the passage of Measures R and M, the COG has allocated funds to projects like pedestrian safety, active transportation, green streets, and highway improvements, securing over $140 million from Measure R and $85 million from Measure M in collaboration with the LA County Metropolitan Transportation Authority.
